AR9344 Support two JTAG modes:

Plain JTAG and EJTAG for debugging.

To enable EJTAG mode you will need to remove

bootstrap resistor marked on this image:

If u-boot is not damaged and you won't to experiment with EJTAG,

then you will need to disable at least /CS pin of SPI chip.
You can see it on this picture too.
